@Will Grigg, having considered this report, I feel that rules were not in fact broken. Whilst the RP may not have been of the highest quality, in practice we currently allow for these sorts of initiations when it comes to fast moving vehicles.

@Ant Arni, @Atles, do we have any other recording of this situation? I am unable to establish exactly what occurred due to the poor audio.

@PC Cristi, in future please upload longer clips to ensure we have context to situations. As this showed combat logging, im happy to issue a warning regardless.
