The police are their to protect members of the public, yes they need to protect the hostage however this is not the only person thing they can consider.

I like the idea of players other then police being able to impound vehicles but I would rather see this as a controlled group of Highway workers who're whitelisted in that role rather then just anyone as other wise the system is simply too open to abuse.
It would be nice to see it still be possible if you're the one who's removed the car from the garage, this would mean it can't just be someone robbing someone for the keys and downgrading the car but would still allow for the police and NHS who don't own the vehicles to upgrade them. +1
From the majority of situations I have scene/been involved in particularly the big bank officers have stood back and allowed negotiations to take place with the people inside getting free passage.
As has been reiterated multiple times officers will consider the risk to all members of the public...
You could argue the same thing for cars being faster,. Having a lower storage encourages players to work with other when doing things like mining or transport on a large scale.
I dont think that the storage should be that high otherwise these vehicles should be similar price to a house with that much storage but it would be very nice to see the G6 truck added for civilians. +1
