You weren't necessarily wrong here was just trying to see what your thought process was, now onto the report. I don't see any rule breaks here you can see from the start that they were indeed trying to set you up for something you chose to go there and investigate what they were doing instead...

@GeneralVZ My next question, so it was 1 second before you turned the wheel. You were boxed in and still had to manoeuvre your way out of that one. Why didn't you choose to comply? I want to fully understand your thought process here

+1 I like it. The idea is not slanted to one side, it benefits everyone and brings something to everyone's table and overall its another thing to do on the server  (This is my personal opinion and NOT the opinion of staff).

@RichardI'd like to know why you felt the need to report this because it feels like more of an RP issue to me. If someone breaking laws on the road why not catch the guy and deal with him in RP. Just trying to get into your mindset before making a decision on this report.
