    They aren't the special rigs. They are the EOD vests. They are explosive proof but don't have lvl 5 armour. They are basically a bait vest to make you think you got the good one but in reality, it isn't anything special.

    The lv 5 rig is the special rig tropic. As far as I'm aware it isn't the law of war and the ones I have seen in game don't look like civilian gear.
