Last year police attended in their formals, which iirc had poppies added to them aswell for the day, I'm sure something similar will happen this year

This has always been a thing, just hasn't always worked properly, I'd advise logging the removal/changing of this system as a suggestion

What about another sort of role for the people that do the cleaning? Let them clean up blood, etc in places like the hospital, then maybe have them bring the waste back to their hq and get their money from trading that in?
