Scrapping is rare, and usually only done if the vehicle was used for drug runs I think. Also, a SGT + needs to give permission to get a vehicle scrapped

Police make no money or very very little money for it. It's a punishment for certain crimes such as drug trafficking, dangerous driving, etc...

Ok I understand that, but today I have seen a lot of police scrapping cars that were not used for anything, and scrapping expensive trucks that people had nothing in them, as they were saying in OOC. As my offroad, I crashed on the side of the road after lagging and a cop tried to arrest me, after that he scrapped it and I had a bounty for manslaughter but that offroad wasn't used for that. Just took it out of the garage.

Are you sure they were scrapping them, and not "impounding" them. There is a major difference. Impounding just returns it to the players garage.
