Many people do it due to it being a secluded location where players can transcend out of character without anyone hearing, possibly to discuss something to do with the rules that requires extensive conversation yet is not so major it requires teamspeak sit.

I always do it with hobo's who don't understand what notes are and keep breaking rules.

This has happened since I joined, players were told (I was told by staff members before) that it was allowed and you wouldn't get in any form of trouble for doing it

I always sat in a car breaking RP to help new players out. Was always told it was a good thing to do
