(Not a Duplicate but a way way more softer version than my last suggestion)
So from taking a time to look into the report and everything I think for myself that the Fair Ban System is fine, but it shouldn't be something which is set in Stone.
This is just an update to my old suggestion which was maybe a bit too radical.
So my only suggestion would be give staff more of a playing field to decide whether a punishment, like a permanent ban is justifiable or not.
Keep the FBS as it is. And maybe just add a 4th layer which depending on the rule break should be a 1-3 Months ban before the perma happens.

Shouldn't necessarily lead to a permanent ban. It should be adjusted in which way it happened. Was it calling out something on Discord like a location where someone got shot and you gonna save your friend? Should be punished by a ban for sure, and I know and atleast read that people get educated before the ban happens, but I think in such a case a 1 week - 1 month ban should be more justifiable than instantly sending someone to the Forums (putting the person on the last stage of the FBS as well).
Don't get me wrong the staff team is doing a great job in upholding the FBS, pulling people up giving some multiple warnings, even though they should have been sent away far earlier already.
I think permanent bans are a punishment which SHOULD only be the last resort, which shouldn't be decided by a FBS. But more by the staff itself. The FBS can still be used, but individual punishments can and should also occur.
I do trust them and think they would use this new responsibility wisely if they were ever to get it.
If someone rdms for example the 4th or 5th time in a month it could lead to a permanent ban but if its just some occasions where it happens it might really be a mistake of like pressing the trigger too early due to tensions between gangs or just the rp situation is just too exciting and justifies quick thinking. This can still be punished too, but shouldn't be handled by the FBS but rather by staff.
Someone uses their vehicle as a weapon to crash into people? Would instantly be considered trolling and unfit for rp and should instantly get a perma ban. Doesn't matter if old player or new (it should be adjusted if it was due to a freeze or not, more like if intentional or not)
This is just an update of my old suggestion. After some thinking the FBS is good as it is. But I think now Staff should decide by themselves if the FBS should be getting used, or if it can be ignored for individual cases where the person gave explanation why it happened and how it happened. And if the person does understand the mistake. Then I think it is reasonable to give the person just a longer ban than sticking to the FBS.
But the things I said up like Discrimination have 0 Tolerance and should all be punished by permas. No matter if it has been said with no intention or with intention. And staff abuse should also still be punished with a perma. If the severity of the abuse requires it.
I think giving the staff team more room to make individual judgements is important, because not every rule break is equal in severity or intent. Some offenses, like combat logging or minor meta-gaming, might warrant a ban but not necessarily a permanent one if the circumstances are understandable. Giving staff more decisions here would allow them to weigh the situation, provide education, and adjust punishments based on context. While also giving the player who got banned for this offense to reflect and think about why it happened.
This is I think a more lighter version of my last post.
One of the cons I see is that people will complain about that ''it's unfair i got banned for this while the other person got banned for a day only'' well about those cases don't bother give explanations. Just close the Discord Ticket and if necessary and the person is persistant about it a full mute from the Discord Server so no more tickets can be opened or someone can complain about it. + Those bans which are lasting from a week to months are not appealable as well.
Some mechanics from the Ban system are just really good and should still be used like that temporary bans are not appealable. Maybe the FBS is not set in stone at all. But I think way more freedom should still be given to the extent that Staff can decide individually which punishment should be given out.
The system as it is now is still good nonetheless, but maybe I thought this suggestion might still be helpful.
And banned players can easier get the door closed with this kind of system.
Lets say someone has racked up multiple bans in 6 months, and doesn't provide good RP
RDM - Warning
RDM - 3 days
Meta Gaming - 1 month
OOC Abuse - 2 weeks
RVDM - 1 week
Exploiting - Perma
Unbanned
Combat logging (saving gear) - Perma
Such a person can still get the door closed, but way easier than before. Which is already at the discretion of Staff members.
