Arma only uses cpu and is really un optimised. You would need to have a much better cpu to run the game at 60fps but even so you will need to have settings put down a bit. That's what I did. 60fps maybe even 70fps.

Tbh arma is a cpu game. It's badly optimised with the ram as it only uses 2 or 3 gb of ram instead of using more ram less cpu and more gpu and cpu would get more fps if it was better optimised (obviously)

Get a 1080p monitor from benq 24" is what I recommend. 

I've only had one for years now. Only just got two. And it's only slightly better tbh
