I did a fresh install on Arma and I am now getting 30 FPS on Very High settings, for anyone who needs  a quick fix 

Thank you oh so much. I did have overwolf installed, removed it and upped my settings and it appears to be fixed. UPDATE: This helped temporarily, however a few minutes after my FPS dropped down again to 8-9 everywhere

Not sure about the armed robbery, but yes anytime you murder anyone you will get one charge of muder/manslaughter per person you kill. If you kill a cop you get a cop killing charge. If it is self defense roleplay that to a cop and they will usually remove the bounty 

In the skill tree? Yes you can learn more then 4 skills. There is a figure at the top of the ui telling you the max amount of skills you can learn. I believe it is 8 skills, don't quote me on that though. 

You will be sent a private message telling you if you have been denied or accepted. 

Server 2 is currently the Tanoa server, server 3 will probably come up if server 1 is full for some time. It is manually put up by an admin.

There are a few reasons for it. Sometimes police like to talk to the other people in the constabulary. Hence the reason they go to the offices. They may also be playing games together, they don't just play Arma. Patience is key, wait and your time will come.
